Job Description

The United Nations Joint Staff Pension Fund (UNJSPF) was established in 1949 by the United Nations General Assembly to provide retirement, death, disability, and related benefits for staff of the United Nations and other member organizations of the Fund. The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries and services more than 140,000 participants who work in the 24 member organizations of the Pension Fund. The Fund has offices in New York (United States) and Geneva (Switzerland) and two liaison offices in Nairobi (Kenya) and Bangkok (Thailand), respectively. The United Nations Joint Staff Pension Fund-Pension Administration (UNJSPF-PA) comprises about 250 staff from diverse countries and cultures, based across four prominent duty stations (New York, Geneva, Bangkok, and Nairobi). Visit www.unjspf.org for more details. The Chief of the Business Transformation Unit (BTU) reports to the Deputy Chief of Executive of the Pension Administration. The role of the Business Transformation Unit is to actively identify and implement business transformation and change management solutions that support the Pension Administration in delivering its services in a more effective, streamlined, client-orientated, and innovative manner.

Roles & Responsibilities

Within delegated authority, the Chief of Unit will be responsible for the following. • Ensures that the Pension Administration business model is streamlined and aligned to a client and service-oriented delivery system that incorporates the strategic direction of the Fund. • Monitors new trends, keep abreast of industry best practices, and proactively identifies opportunities and activities to innovate and implement in the Fund. • Continually refine business strategies and processes based on anticipated client needs or gaps. • Identifies the future state process, proposes improvements, streamlines changes, and prepares/executes an action plan. • Leads project management and transformation activities. • Drives measurable improvements by leading Lean Six Sigma processes (or equivalent) and practice improvement projects. • Provides project and change management training and guidance and support in structural or process changes arising from evolving requirements • Plans and oversees the management of activities undertaken by the Unit; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Unit, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. • Manages, supervises and carries out the work programme of the Unit under his/her responsibility. • Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the General Assembly and other policy-making organs, as appropriate. • Ensures that the outputs produced by the Unit maintain high-quality standards; that reports are clear, objective and based on comprehensive data. • Prepares inputs for the work programme, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the Unit, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. • Recruits staff for Unit taking due account geographical and gender balance and other institutional values. • Manages, guides, develops and trains staff under his/her supervision. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. • Fosters teamwork and communication among staff in the Unit and across organizational boundaries. • Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

Qualifications

Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Advanced Process Improvement or Change Management certification from a recognized certifying body or organization is required.

A minimum of ten (10) years of progressively responsible experience in administration, budget, finance, human resources management or related field is required. Experience in process or change management projects to improve administrative and/or service delivery functions is required. Experience conducting end-to-end process mapping and delivering benefits is required. Experience implementing robotic automation, artificial intelligence or new technology initiatives is desirable. Experience in developing organizational-wide strategies and presenting complex information is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
