Strategic office context 

In on-going humanitarian situations, risk informed performance monitoring is essential to support effective response. Operating in humanitarian situations is associated with high-risk programme design risks of “doing harm”, implementation and financial management risks due to a scale up in operations, often after a sudden increase in resources, and reputational risk. The best strategy to demonstrate effectiveness is through solid, high frequency performance information that enables demonstration of results for the affected population. Furthermore, having adopted the Harmonized Approach to Cash Transfers (HACT), UNICEF is committed to implementing appropriate assurance activities in all situations, including in emergency, crises and post conflict countries. This role will contribute to strengthening UNICEF’s capacity to support risk informed monitoring in Haiti.

How can you make a difference?

The Monitoring (HPM) Specialist, under the supervision of the Chief of PM&E, will support Haiti Country Office on ensuring systematic implementation of Humanitarian Performance Monitoring, including partner reporting on programme implementation and reach field monitoring (including Third Party Monitoring) of UNICEF supported programmes in line with the HACT assurance plan, and monitoring fulfillment of UNICEF’s cluster coordination accountabilities. The position is central to the office to ensure that results are reported and appropriate course corrections and programme adjustments are effected.

Roles & Responsibilities

1. Humanitarian Performance Monitoring

  • Liaise with programme sections on necessary revisions to Humanitarian Performance Monitoring (HPM) indicators and any revisions to Rolling Work Plans, Humanitarian Action for Children (HAC) Appeal and Haiti Humanitarian Response Plan.
  • Periodically review and further strengthen information flow and reporting on HPM indicators from sub-national to national levels.
  • Collate data on Humanitarian Performance Monitoring indicators from sections, review quality and submit data for weekly SitRep, as well as quality review the SitRep narrative, as required.

 2. Establishment and coordination of third party monitoring

  • Support establishment and coordination of Third Party Monitoring system for UNICEF supported programmes in Haiti, including overseeing field testing and refinement of data collection tools, training of field monitors, day to day liaison with Third Party Monitoring Organization(s) on cross-cutting technical issues, bringing key issues to attention of senior management when required.
  • Coordinate assessment of Third Party Monitoring System after six months of implementation to inform future directions.
  • In collaboration with the PM&E Specialist, provide necessary technical support, tools development and capacity building on field monitoring to UNICEF and partner staff.
  • In collaboration with the Programme Specialist (HACT), ensure all monitoring activities (3rd party and staff led) are in line with the HACT Assurance Plan and develop mechanisms for proper tracking and feedback of findings.

3. Data analysis

  • Lead in analysis of data from TPM System, programmatic visits and other data to develop monitoring/analytical products to support programme course corrections.
  • Liaise with Information Management officers on analysis of HPM data to produce periodic monitoring products to support programme adjustments and course corrections.
  • Coordinate monitoring of follow up actions from field visits to ensure they have been closed.

4. Data base management

  • In collaboration with Information Management Officers, support management of eTools, Activity Info and other data bases as required.
  • Maintain an electronic system to track progress in closure of monitoring observations.

5. Results Reporting

  • Support Chief of PM&E to report on a monthly basis to Country Management Team (CMT) and Programme Management Team (PMT) on strategic issues from HPM, TPM and other monitoring processes that require senior management level attention.
  • Liaise with IMOs on production of dashboards, graphs and maps on HPM indicators for review at management meetings and for use in SitReps, donor proposals, reports and presentations.
  • Support analysis of any monitoring data to produce monthly and quarterly analytical reports to support programme sections to make course corrections and programme adjustments.

Qualifications

  • An advanced university degree (Master degree) in one of the following fields is required: Statistics, computer Science, mathematics, economics or any other field relevant for the post.
  • A minimum of five (5) years of professional experience in programme planning, management, and/or research in education, monitoring in WASH, Nutrition and or Child protection at the international level is required.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Familiarity/background with emergency is considered as an asset.
  • Fluency in French and good working Knowledge of English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
